Mr. William Kinser joins OPP’s section for Antarctic Infrastructure and Logistics as a financial specialist
The Office of Polar Programs (OPP) is pleased to welcome Mr. William Kinser as a financial specialist in the Antarctic Infrastructure and Logistics (AIL) section. Kinser is joining OPP from U.S. National Science Foundation (NSF) Office of Budget, Finance and Award Management where he served as a senior advisor in the Division of Acquisition and Cooperative Support, and previously, for more than seven years, as the branch chief in the Infrastructure Support Branch and the program manager/audit resolution official for the Major Facilities Audit Program. As branch chief, Kinser provided senior accountability for more than $1 billion in annual obligations funding the construction and operation of NSF’s global portfolio of major scientific research facilities. Between 2020 and 2024, Kinser completed three detail assignments to support OPP/AIL business operations and audit preparedness and remediation efforts. Kinser’s most recent role prior to joining NSF in 2015 was serving for four years as the center operations director for the National Institute of Standards and Technology Manufacturing Extension Partnership Program, where he led transformational change that instituted an innovative Federal financial assistance process for the $150M-per-year public-private partnership, which fuels the competitiveness of small and mid-sized American manufacturers.
Kinser earned his master of business administration at the University of Massachusetts-Amherst and his bachelor of science in business administration from Concord University. He holds a master’s certificate in program management from George Washington University, a project management professional certification from the Project Management Institute, and senior-level federal acquisition certification as a contracting officer’s representative and a program and project manager.
