Biography:

Frances Carter-Johnson is the Data Analytics Officer in the Directorate for Social, Behavioral and Economic Sciences. In this role, she is responsible for establishing and managing the office-wide data vision, data governance, quality, architecture, and analytics. As DAO, Frances works closely with SBE's Senior Management team to ensure that SBE maximizes the value of its data assets to fulfill the directorate's mission. Prior to SBE, Frances served as Education Data Scientist in NSF's STEM Education Directorate. Prior to NSF she served as an American Association for the Advancement of Science (AAAS) Science & Technology Policy Fellow in the Center for Scientific Review at the National Institutes of Health (NIH). She received dual bachelors degrees in physics and mechanical engineering from Spelman College and the Georgia Institute of Technology. Her graduate degrees include masters of science degrees in physics and applied physics from Mississippi State University and the University of Maryland Baltimore County (UMBC), respectively, as well as a Ph.D. in public policy from the University of Maryland Baltimore County (UMBC). Dr. Carter-Johnson's research focuses on investigating socio-cognitive factors as well as programmatic and policy outcomes to increase understanding of and improve efficiency for the myriad of environments and groups that constitute the nation's technical workforce.
